Slow internet connection?

I have ~8mb/s on sky. Though I rarely exceed 100kb/s on my downloads. I'm getting plenty of seeders on the files (I download one at a time). But even at this very moment I'm getting ≤10kb/s. This is extremely annoying as I'm downloading a file of 20gb. So it's taken a few weeks to even get to 75%. I've talked to my friend about it, he's on the same internet plan as me and he says he averages about 700mb per hour, which is quite frustrating. I've rang my ISP up and they say my connection should be pretty well (Mind you the guy who I talked too could barely speak any English), but I think that's complete bullshit. I've used iStumbler to figure out where my signal is strongest, but tbh the best place in my house gives me 91% signal and barely increases the download rate, even plugging the ethernet cable in barely effects the speeds either. My friend suggested ringing them up to send a new hub through. Are there any other options or is this the best one?
