Why does Utorrent not work?

First, update to the latest version of uTorrent. Then, if you are connecting through a router, make sure that you are forwarding your ports properly. To check, in uTorrent hit CTRL+G, and click the "Test if port is forwarded properly" on. If things are not configured correctly, it will let you know, as well as give you a link that describes how you can forward your ports on your router.
