2003 Ford Focus electrical problem?

Weird interactions like that always make me think the engine ground is bad. With the engine running and the lights on, there should be less than 1/10th volt DC from the engine to the chis as measured with a voltmeter. A bad engine ground typically produces a couple volts between them. Engine grounds appear to be a fairly common problem in the Focus.
