13 year old girl with 13 yr old boy, is it normal?

im 13 yrs and 7months old. im a girl. i have the most wonderful boyfriend in the world. we have been "going out" for just over a year now and ever since about 3 months ago he wanted to kiss me with tounges. i was really nervous but finally gave in and did it. it was quite cool so now he does it on a regular basis. i dont mind cause its a pretty groovy feeling. but the other night as we were kissing he started to feel up my leg and my and my . i dont know what to do, should i let him do it or should i tell him not to? we are fully chothed by the way. help! x
